Game loads vs. target loads: What’s the difference?

What is the difference between game loads and target loads?

Essentially, the only difference between game loads and target loads is the packaging.  There is no difference between a box of #8, 1-1/8 oz., 2-3/4” shells labeled “game load” and a box of #8, 1-1/8 oz., 2-3/4” shells labeled “target load”.  It’s all marketing.
